It's a language school. They're everywhere here. Every student learns some English in schools and most can read and write in English, but their speaking abilities are often quite poor, so there are private schools everywhere. I thought this was funny because while I adore New York and New Yorkers (I lived there off and on for 8 years, and most of my best friends are still there), it seems that most English-speakers outside of New York are not that enamoured with the accent.
